mod_iw_ts_rewrite module not loading in TS 6.7.1 Linux env.

Red Hat Enterprise Linux 4.0
In trying to get my customer web server setup, I used the stock Apache instance that is provided via the standard rpms. It is:
Server version: Apache/2.0.52
Server built: Aug 13 2006 03:29:43
Server's Module Magic Number: 20020903:9
Architecture: 32-bit
When I try to include these lines in my server config
LoadModule iw_ts_rewrite_module /apps/intrwvn/iw-home/lib/mod_iw_ts_rewrite.so
AddModule mod_iw_ts_rewrite.c
I am getting the following error when attempting to start httpd:
Starting httpd: Syntax error on line 6 of /etc/httpd/conf.d/teamsite.conf:
Cannot load /apps/intrwvn/iw-home/lib/mod_iw_ts_rewrite.so into server: libicuuc.so.34: cannot open shared object file: No such file or directory
I can't seem to find the right RPM that contains this library. Anyone have any ideas?
