A new feature suggestion like this should be filed with OpenText support via the support portal, e-mail at BPSSupport@opentext.com, or phone at 800.970.5209 or 585.424.****.
With that said, I can tell that a feature like this would require a database schema change. Schema changes are only made in ajor releases, e.g. Case360 12.0. A productized solution would take some time to be implemented, if at all.
You can implement your own solution in several ways. The first one that comes to mind is to write a custom content list JSP and control the availability (deleted or not) of content items by using several ACLs that work in conjunction with the custom JSP to remove the content items from the regular list and moves them to the 'deleted' list based on the assigned ACL.
