Hi! I'd like to ask a question about development environment, can I get and if yes,
what's the steps to do to get development installation of documentum Content Server?

    If you are asking if there is a free developer edition of Documentum - no.  You can install CS along with other components using containers for a simple dev environment.  You would download this in the same download location of the full Content Server product.
