You don't. Webtop (and Documentum products in general) has limited support for multi-page documents. You would have to customize Webtop.

Some Documentum clients or partners products are capable of managing multi-page documents, although I'm not sure which ones. Documentum used to have a product called Image Viewer which supported multi-page documents. I suppose that Captiva provides some support for importing multi-page documents and perhaps Brava as well.
