TS Licensing change in 16.4
Reported as a bug, support is looking into it.
If you do a new install, you should get a 48 grace period for a license (enough time for the install to complete and for you to request a license).
However if you have a valid iwstore (i.e. you are upgrading and copied over a store from an old server), no grace period is allowed.
So, during the many restarts during the install, TS won't come up and the installer will break when it tries to hit iwmnt. Seen this on both DOS and Linux.
