Audience presentation not working for Countries

I have created a custom component with targeting rule pointing to an Audience in various countries. When i publish on my production environment, the rules are not being evaluated to true in my scenarios. For example , if i do "Audience NOT = UNited States", i still see my component if i am viewing in united states. This is true for multiple scenarios.
