Converting to PDF not displaying correctly

I have a strange problem. I set up a report and set the orientation to landscape, i.e. 11" by 8.5" wide. When viewing in HTML it looks fine, but when converting to PDF you can see that places the contents to the left and only covering around 50% of the width. It is as if it automatically re-sets it to Portrait. In order to get round this problem, it appears that the only way, is to physically set the page width to be 13", to allow for the discrepancy of 2" between Birt /Html and PDF. Any ideas?
