Where Clause Passed to Report Incorrectly

We are running Maximo 7.5 and BIRT 3.7.1
 
I have a report that uses the params["where"] to display a list of work orders; however no work orders are displayed when the report is run from Maximo. I've added the params["where"] to display on the report.
 
In the BIRT Designer the report runs correctly and displays results. In Maximo the report runs but does not display results.
 
In maximo, the where clause is displayed on the report as: "ï¿½ï¿½ÝŠï¿½8ï¿½F8ï¿½Dï¿½wï¿½Zï¿½ï¿½ï¿½ï¿½#Frï¿½Èƒï¿½^Ù¤/DÐ¸1ï¿½ ï¿½eÎ‘Ó§2" so it makes sense that no results are returned. 
 
Any ideas why the where clause would be getting so messed up?

Can you post the entire select statement from the report?

I rebuilt the report by copy/pasting the elements into a new report and it worked. There must have been some stray artifacts in the XML.

we just finished the the 7.5.0.8 patch and I saw this with a report, I rebuilt the request page and it worked correctly.
