Struts-config.xml validation error

Hi,

I am using Teamsite 6.7.1 sp1.

We are having two teamsite environments, on one environment the struts application works fine and the struts-config.xml is validated correctly, but on the other environment on running the make_toolkit.ipl, the build fails and shows error in validation struts-config.xml.

The DTD used is:

< ! DOCTYPE struts-config PUBLIC "-//Apache Software Foundation//DTD Struts Configuration 1.1//EN" "http://jakarta.apache.org/struts/dtds/struts-config_1_1.dtd" >

Please let me know if there are some other settings needed in Teamsite.

Are the files exactly the same? What is the error the system is throwing?
