D2 16.7 DRLs doesnt open document not present in users workspace

We have a generated document that was a result of work flow history stored in Temp cabinet under Workflow folder that has permission to be acceesable to anyone, So anyone with the link should be able to open it. Ex: http://qaedmd132:8080/D2/?docbase=edmqa&locateId=090139ea8102b8e4&commandEvent=D2_ACTION_CONTENT_VIEW#d2 But users cannot open until they are in the workspace it displays the folder structure. This used to work in D2 4.6 and after migrating to 16.7 , the links does not work. Any idea how t
