Although this example uses BIRT 4.2.3, it can be used with any version. <br />

The attached example has a label on top of an image (white part) on top of another image! The trick is each section is its own grid with a negative margin inside another grid. This works in the viewer, PDF (attached) and PPTX. (does not work in Excel or Word).
