Creating TTS templates in test portal

The popup windows for uploading wav files and creating inserts come up empty when I am trying to create test TTS templates. Is this something that is not available in the test portal, am I doing something wrong or is there a problem?

Which popup windows? For adding wav files? For Preview? Please be more specific, this is all functional on the test system.
