instantiate the object EM (XOA)

Hello,

I would to sens a SMS, so, I can't instantiate the object EM in :
EMsgAPI_Demo.EMsgAPI_JobSubmit_200907.XOA EM = new
EMsgAPI_Demo.EMsgAPI_JobSubmit_200907.XOA();
I can't find the class XOA.

I found an example in :
