Gamma Code 5104

Good Afternoon,

I have a list of the gamma codes and their description but I had a question on what one fo them meant... gamma code 5104 gives a description of:

too few dial digits                                    "to"

field is null or empty

 

What does this exactly mean?

It means that the phone number either did not contain enough numbers for where you are calling, ten in the US, or the phone number does not contain any numbers.
