JobList web service is not returning jobs that are in "AwaitingSetup" state.

There is the possibility of a window between the time a job is injected and when it shows up in a JobList result.
Unfortunately, this kind of thing is extremely time-dependent, and without specific details of what you are seeing and expecting, I can't really diagnose it.
Ideally, I would be able to look at it as it happens, but at the very least I would need to know the job number that you are expecting to see (and don't see) as well as the precise time that your JobList request was submitted. If you can provide the XML of your JobList request and result, that would also be helpful. If not, at least the user ID under which the request was submitted would give us some information.
This is a common issue we were facing. The jobs are created by inbound faxes. So, we really don't have control on when they arrive. I could only say this happened during the time I submitted this post.
We faced the same issue when we sent out faxes. When we contacted customer support we were told that our account was put on low priority or something. When our account was put back on normal/high priority we did not receive "Awaiting Setup" status.
We really don't care if this happens for outbound fax because we monitor on regular interval and our agent sends out notification if it is in "Awaiting Setup" status for long time so we could contact you to check what's going on. However, when the jobs created by inbound fax are in "Awaiting Setup" we do not receive any notification from easylink and we don't have any way to capture this because the JobList does not return those jobs that are in "Awaiting Setup" status.
We use "F2M/Lakhawala" for inbound faxes and "Purvang1" for outbound faxes.

On your outbound you should hold on checking for status at least 5 minutes, more during peak times. For the inbound, the API has no control over that and cannot return staus until the job has been Setup. You may want to check with Customer Care or your Sales rep about inbound priority.
