XOA-2000 [system error] : jm_create() failed, error 204

I got:  

XOA-2000 [system error] : jm_create() failed, error 204 

I can't find and information on the site pertaining to this error. Does anyone know what it means? The system did not give an mrn to reference it in the protal either, so it looks like the JobSubmit failed entirely. This was at 2013-02-01T21:48:41 according to the easylink xml return().
