Multiple <JobState> nodes defined in example?

I am looking at the API Basic Guide (https://apiforums.easylink.com/system/files/api_basic_guide.pdf) on page 45, and I see that there are multiple <JobState> nodes defined. Why is this? What is the purpose of the JobState node, and what does it designate?
