User Validation Failure

Up until yesterday I have been able to submit facsimiles through the OpenText web services interface.  Now when I attempt the JobSubmit web services call I get the following SOAP error:

23:38:45 (07481) Result String: "A SOAP fault was received: code="soapenv:Server",
                              reason="JobSubmit Request Processor User Validation Failure : errorcode:(2000)
                              error msg:(XOA-2000 [system error] : login not permitted: reason code =
                              0 msg-problem with database query or user program)"

What does this message mean and how do I correct things?

There was a problem with the test system last night - that may have affected your ability to submit faxes.
