Error Code: R236 Error: The PDF file could not be translated to fax by the system. Please verify you

I got this error ["Error Code: R236 Error: The PDF file could not be translated to fax by the system. Please verify your document format."] while attaching the PDF to fax which contains barcode. I am coverting it to base64 format but still facing the issue. Should I have to convert to any other format?

Can any one help me out?
