I have  read the following definition of the item level state definition for Expired

Expired - The
item was not attempted before the job expired.  Jobs can expire due to the
specification of an expiration time, or also due to blackout restrictions
(preventing delivery of voice jobs after certain times of day).

Does this state apply to Mail to Fax and how?

Does this state generate a gamma code and what is it

Yes, the state applies to Mail to Fax, but is highly unlikely to happen since those are express jobs.

Yes gamma codes are generated for this state. "0" (probably the most usual) and "5001" (delivery fell in blackout period) for fax deliveries. "5000" (cancelled) for email deliveries, and "8901" (not retrieved) for qdoc deliveries. There can be others.
