You should have received the correct test URL with your credentials. The credentials for submitting are not the same as the ones for the API Forum. If you do not have credentials you should contact you Sales Person or PreSales Engineer. If you do have them, the URL for the test system is
https://test2messaging.easylink.com/soap/sync
The one you tried is just a place holder.
