Password Expiration

Has anyone done any customization to expire passwords after a designated time period? We need to strengthen the security of our system so that each user has to enter a new password every thirty days. We also want to do a cross reference against the user's prior ten passwords to disallow the frequent re-use of passwords. If anyone has experience in this matter, any insights would be greatly appreciated!

We are an Intelligence organization, so security is extremely tight. We require people to change their passwords every 6 months, and not repeat previous passwords. When you ask people to change passwords more frequently, they have difficulty remembering them, so they write them down. That creates even greater security risk.
