Does OSCRIPT have a URL encoding function?

Is there a built in URL encoding function in OSCRIPT? One that I can pass in a string and have it return that string with all the "funcy" characters encoded with %NN?ThanksMichael DailousQualcomm Consumer Products, Inc.
