Email for Change Agents

When we installed 8.1.5, I first lost all content in my Change Agent Lists; the Administrator was able to restore the text. The problem is, regardless what settings I use in MSIE 5.0 or my Windows 98 Desktop, I can't see the "e" icon at the top of the email which I used to click on to see a list with links. As a result, the emailed change agent reports have become relatively useless. Is this a bug that has been/will be fixed or have I missed some sublety in my setup? The attached report is exactly the way it comes to me in the email
