Changing the create ID for a user

Hi,I am wondering if there is a way to create a Livereport to change who created a user account.The reason is that if a user is given the ability to add new users and then has that privilege taken away he/she still can edit any of the accounts they created. I want to be able to change it so the user who created the account can no longer edit that account.
