URGENT!!! LAPI and VB6

Hello,We have developed an ActiveX by using LAPI and VB6 to create a document. However, when we tried to load it on browser, an error message returned "missing LAPI_BASE.DLL" on the development machine and "permission denied" on the other machines. We are sure that we have added this library to the CAB file, how come does this occurs? This is pretty urgent to us, I appreciate for any suggestion.Thank you so much.Henry
