Cannot find llkernel.dll

We have VB5.0 applications that use LAPI. The installation puts the LAPI dlls in the windows system(32) directory. In about 90% of the cases the applicaitons run fine. However there are several machines where we get the "Cannot find llkernel.dll" error when trying to start the session. There does not seem to be any ryhme or reason to this. NT 4.0 boxes with service pack 5 work and sometimes they do not. Has any one come across this problem? We are using LAPI dlls with a version of 8.1.5.77 which were sent to us from customer support to fix the problem. It fixed the problem for most of the users.
