Adding a New Menu in Livelink 9

I would like to add my own global menu next to the Personal, Enterprise, Tools and Help menu's in Livelink 9. What steps do I need to do to get this done?

We did it the rough way by going into html\dashboard.htmlit works and is fast but .....
