I intend to develop a program that uses an external "Text File" or "Excel File"(with: field name, type, size etc) to automatically create a new "form template" in Livelink. Is it possible?

This should be relatively easy by adding a new view type. Use the PDF Forms module as an example of how to add a view type that can create the template schema.
