News ticker display

The news ticker displays when you activate "Show Menubar".We don't like our users to have to do this, for one thing they are using Livelink Atlas. Does anyone know how to turn this on permamently for all users? We also would like the News Ticker to scroll on top of the home page rather than in the menubar on the left hand side of the screen.What files do I need to modify in order to implement this? newstickerdata.html? dashboard.html?Thank you.
