How to create an installer in VB.net using LAPI 9.1?

Is there anyone who can help me create the installer in VB.net for my LAPI 9.1 project? I was able to create the installer but I tried to run its executable on a machine without LAPI, I got an abnormal termination.Is there a need to add the other LAPI DLL files in the installation project? I only added LAPI_NETp.dll file.Please help. Thank you.
