AccessWorkPackage returns Undefined after modifying form template.

I created a workflow over a year ago which looked over a form template. I got a request to add questions to this form. I modified this template and now I cannot retrieve an of the existing workflows' form data using LAPI. I get an ASSOC with the form question ids and types but the values are Undefined.We confirmed that the data is still in the database.
