How to Access Categories and their Attributes?

Using LAPI 9.1 and reading the developer's reference guide. I tried ListCategories, but get no results. I saw an earlier posting that require you to use obj type 131, but it wasn't clear. This is done in C# so any code snippets are greatly appreciated.
