Changing Discussion Forum default setting

Does anyone know where to globally change the Discussion forum default setting from UnRead Only to All in LiveLink?Our users do not have access to Tools Menu-->Settings toolbar due to our Customized portal view; so we need to set this globally for present and future Discussion forums. I second this request. We'd like to set the default discussion view to "ALL" for all users as a global setting.

Any idea where this can be configured?
