The "Allow database modification" checkbox is a standard feature of LiveReports that cannot be removed without some sort of customization. When checked, it will allow for SQL statements in the LiveReport, such as insert, update, and delete, to execute successfully. This is one of the main reasons that the LiveReport creation privilege is restricted to only the Admin user in a default Livelink installation.
There is a patch that you might be able to obtain from Open Text Global Services (through your sales representative) that does the following:
"...prevents a LiveReport from running any DML (ie insert, update, delete) and DDL (create, alter, drop). "
Bug #1991823 - Livereports should never allow "Delete" or "Update" SQL commands
