Can You Filter a LiveReport by Time?

I would like to find the users created during a specific range of time (For example today between 6AM and Noon) Is there a way to do that? Using the filter by today does not allow for a specific time. I would like to run this report several times a day that pulls users created between 6 AM - Noon then those created between Noon - 6 PM and 6PM -6AM, pass their email address to a WebReport, and then launch a workflow to send them a welcome email.I have everything working except for the time filter.
