Is there a way to define that a search through the EWS by OTLocation should exclude or include subfolders?

I believe OTLocation searches will always include subfolders.

The OTLocation region contains space-separated IDs of each container from the root to the node.
e.g., 2000 1234 4567 8999
In this case "8999" is the ID of the actual item (document). "4567" is its direct parent container. "2000" is the root of the path, in this case, the Enterprise Workspace.
To search for items in the same container as this document, you are essentially looking for items of the form: "<OTLocation>2000 1234 4567 ####</OTLocation>"
Unfortunately, there is no way in the query language to perform this type of phrase search.
However, this is something that customers have been requesting and as such, we have extended the extraction of items in CS 10 to now export a new region called OTParentID. This region can easily be used to find everything with the parent <some OTParentID value>.
This OTParentID region is unfortunately not available in versions prior to Content Server 10.
