Can someone please send me a link to this download. Is it in an accessible area or do you need special permissions?

The 9.7.1 LAPI SDK is the latest version. It is supported (albeit deprecated) with CS 10.

Please refer to the following Customer Advisory which was sent out on September 8^th, 2011.
