Is a license required for each user of an applications consuming LES?

Webservices are part of the standard Livelink installation. There no are separate licenses needed to use webservices. Having said that, your clients need to login into Livelink, therefore they need a Livelink account, which requires a license.

there is diffferent way to see this. Yes even if you go thru web services, offcially from Opentext license agreements, each web servoces comsumers required a livelink license. But what about if you impersonate. For exemple you have a web application open to the world and that web apps connect to livelink with a specific account???? Officially according to OT license you are not legal. For me as part of the government contract, we are entitle to a special license which is called: "Line of Business Accounts" which I can buy for a certain amount of license and give me the right to exposed livelink data to any of non-government employee. I don't know if this type of license is available to other OT costumer. At least you can ask.l
