Not exactly.
You will need to take up the various builder courses that are available to you via the OT academy for a price.
OScript is OT’s proprietary language & any kind of learning on this is available only from them.

I do not want to instill fear for becoming a oscripter by self study.If you were going to self study you will need these things.In these days of VM technology it is almost a non brainer.
Then after doing your due diligence such as snapshotting etc to come back if you are in a point of no return,consider reading the builder tutorial of "address book".It may not compile in the new things but that is the fun you keep plugging at it so you see some output.If you spend close to 5 or 6 days in that you will come out more confident.I can give you an addressbook module that compiles in a 9.7.1 but that would spoil the whole fun of learning.
Pramod suggests attending classes.It is very good if you can do that but it does not need to be that way.There's nothing better if Howard Pell could teach you
The real trouble for first time learners is the 'Best Practices'.How do I approach something.Usually senior oscripter like Hans Stoop,Kyle Swidrowich,Chris Webster all chip in saying this is how you do it without actually providing you code and you learn to do it better and better as you gain experience.
In my opinion you should start at understanding the IDE,and then tracing how a livelink call gets to builder chain.That is very interesting stuff.
Plenty of solved and east to use oscript snippets are vailable in the oscript forum,builder forum.communities forum ,external places such as greggriffiths.com , livelink.in (my blog) , oscriptadventures.com and a whole lot of others.
If you have a impending work that you would like to get done please don't hack a solution consider approaching somebody for a solution or atleast ideas,your customer would be very happy that way
BTW CSS IDE is changing I have not worked in it so don't know too much about it
