Disable password expiry policy on dev box

It's annoying to change password for dozens of test users every 30 days. Is there a way to disable it?

Isn't that a per-user setting? What I wanted is to completely disable password policy for every user by default on a DEV box.

This setting applies to the passwords of all users: "To set all passwords to expire after a certain period [...]"
