LiveReport for User Account updates

Is it possible to create report and get information who, when and what updated in user account?

I do not see this information in the table kuaf.

Ineed to know who and when changed "Privileges"

Yes, you can write a history one using DAUDITNEW. Attached is one I wrote in Oracle.
