Is it possible to fetch details of folders that a Department currently has access to through LiveReport.

It depends. Is the department directly listed in the Permissions? Is it included in other groups by inheritance? But even with that, yes you can. The DTREEACL table is what you start with.

dtreeacl.rightid is the User/group ID field. Check the "Schema Companion and Reference Guide for LES...." for a page on a couple of fields in the DTREEACL.

dtreeacl.acltype = 1 Owner, 2: Owner Grp, 3: Public Access, 4: SysAdmin, 5: manually added (groups/user).

dtreeacl.see = 0 "None", 1: See, 2: See Contents, 3: Modify, 4: Delete.....these are high-level glances at what each one has without breaking down the bits of dtreeacl.permissions.
