LAPI Issue - The type initializer for 'java.util.Locale' threw an exception.

The LLName(String) wants to put some string to uppercase. The String.toUpperCase() needs the current locale to make the conversion depend on the host environment settings. Call to Locale.getDefault() means loading the type Locale into the VM first, which fails with UnsatisfiedLinkError. The Locale type is implemented using a native library; not in the managed code. This exception means that a native DLL failed loading from the DLL loading path. It could be missing, or it's dependency was missing, or it the found DLL (or its dependency) was not for the same machine (32/64bit problem). The name of the DLL is not included in the exception, but the Source property says vjslib, which is the DLL name, I think.

The reason is that no "vjslib" library could be found or loaded, which the parent process would accept. I guess that the right version of the J# runtime was not installed, or it was not installed correctly.
