run wsimport commend failed

Error 1: Can't connect to SOCKS proxy:infoserv.***.gc.ca

Failed to read the WSDL document: http://localhost:8083/cws/services/Authentication?wsdl, because 1) could not find the root element of the document is not <wsdl:definitions>.

ERROR 2: failed.noservice=Could not find wsdl:service in the provided WSDL(s):

At least one WSDL with at least one service definition needs to be provided.

Failed to parse the WSDL.

Thank you for your reply! I can use browser to get all content of Authentication.wsdl. However, when I use wsimport -keep http://localhost:8086/cws/services/Authentication?wsdl get Can't connect to SOCKS proxy: inforserv.***.gc.ca. The respose of http://localhost:8083/cws/services/Authentication?wsdl in my browser is "This page can't be displayed.

I have solved this issue. It needs government connection even connect to localhost server.
