CSIDE Error at startup

CSIDE is throwing the following exception in the Console when starting up.  The IDE becomes unusable and the quick fix is to reboot the machine and restart CSIDE.  However, after a few restarts it happens again.  Any ideas?

Did you just restart ‎the system? There are cases to fast of a restart means the server is still shutting down. Now, there is in testing a new version that makes the shutdown quicker. Look at the task manager and verify the java processes are clear before restarting.    

Just experience here.
