OS.IsFeature() in CS16 - broken?

There seems to have been a change with the OS.IsFeature() function in CS16. For example:

Dynamic f = Frame.New({{'fParent',$LLIAPI.NodeUtil}}echo(OS.IsFeature(f, 'CheckName'))

This worked fine and returned true on CS10.0 and CS10.5. However, on CS16 it returns Undefined.

Is this a bug or a deliberate change?
