Is it possible to execute the OScript as a standalone program. ?
Example use case: bulk import or export
Oscript is being executed if you put your code in Java/.Net (SOAP) or REST.Oscript needs a Oscript Virtual Machine that is what the LL server provides and what you see in the IDE.If you start a script in the CSIDE Oscript explorer /Builder (old) pane you can execute it as well.Most of us do our tests/quick debug using that method.
All bulk tools catering to OT work will do some work in Oscript whether you write them in Oscript proper or some other language that
knows how to interface with Livelink.
AFA a pure Oscript command line unless you have a valid reason for it it may be difficult although many Oscript friendly development centres of excellence provide
their own ways of executing Oscript.

I have seen many hobby programmers demonstrate command line or alternatives to using CSIDE/Builder.
BTW I re-read you post and it says you are new to Oscript and your intention is to write a bulk tool so what you may do as an idea is to develop a oscript module
and try a simple Request Handler.Inside that RH write code to add/subtract do what you need to do to the Node in question.Then later on move the function that does really the work to a "Utility" Object in the Root so you can reference them easily from your RH.When that all works write an agent or Distribute agent and schedule it on the server.If everything goes well the agent will do what you want.
Note Oscript does not have any easy ways to read Excel spreadsheets etc so most of those tools works with CSV kind of tools.Many integrators like answermodules gives the best of both , they will give you ways to call excel MS office libraries through a java wrapper and you will end up writing java/groovy code in an online editor.

As you are new to OScript, I'd suggest doing the courses, learning the language and gaining some experience before having a look at something like this. If I was tackling it, I would be more inclinded to use the WebServices/REST approach for this to utilise my non OScript skills and coworkers.
As an additional thought, there are many tools out there, such as Object Importer / Export from OpenText and others from other partners, who do this so do you have a specific reason to reinvent the wheel ? you may find its cheaper to buy a tool - and get support etc with it - than try to create your own.
