Is there a way to configure "Combine All Properties" as the default metadata operation on Move operations within the Smart UI?

There is not, I'm afraid. You can fill a feature request for it at OT CS.

Remembering the last used value would be very easy. Letting the user choose the initial value would mean a little more effort - the addition to the administration page.
