Web Service authentication wont work in Content Server 16.2.4

Upgrading from Content Server 10.5 to 16.2.4 in test environment

We use Appian a case management system and and through Web Services Authenticate via Tomcat Server to upload documents and Folders to Content Server.

I have upgraded this same architecture 3 times previous from 9 - 10.5 with no issues. 

I am receiving the following error when trying to authenticate

The error sounds like OTDS is stepping on your toes.

 

With CS 16.x+, you have built-in OTDS, and you likely need to auth through OTDS, first.

 

Here's some code to start with:

You need to use both OTDS and CS auth services, most likely.
